Biography

At the start of his career in 1975, Mr. Juneau spent ten years with the Canadian Department of Finance and the Privy Council Office. He then held a series of senior policy positions in the labor market field, immigration, health and intergovernmental relations.

In 1999, he was appointed as a deputy secretary to the Cabinet and, in 2002, became the first deputy minister of Infrastructure and Communities. From 2006 to 2009, he was Canada’s permanent representative on the board of the European Bank for Reconstruction and Development in London.

On his return, he headed a research centre on federalism at Queen’s University from 2010 to 2013, where he co-edited three books on the state of the federation.

Since 2017, he has served on the board of the Windsor-Detroit Bridge Authority, a federal Crown corporation, where he served as interim CEO in 2017-2018. He has served on several public-sector boards including the World Health Organization in the 90s.

He holds an honors B.A. in political science from the University of Ottawa and an M.A. in urban affairs and policy analysis from the New School for Social Research in New York City.
