Biography

Ms. Tedesco is Counsel and Strategic Advisor to the law firm McCarthy Tétrault. She is an accomplished and experienced financial services and regulatory executive, who is known for her ability to get things done through collaboration.

Lucie is the former Commissioner of the Financial Consumer Agency of Canada (FCAC), where she was responsible for the supervision and enforcement of market conduct requirements applicable to federally regulated financial entities.  She was also responsible for the promotion of financial consumer rights and the development of programs to strengthen the financial literacy of Canadians. 

During her tenure as Commissioner, she directed the development of a new risk-based oversight framework for federally regulated financial entities and lead three significant industry reviews which influenced policy changes in the areas of auto loans, home equity lines of credit and retail banking sales practices.  Her report to the Minister of Finance on domestic and international financial consumer protection best practices informed the recently passed federal consumer protection framework.  Under her direction, the first National Strategy for Financial Literacy, Count me in, Canada was delivered making Canada a leader in this space.

Lucie served as a member of the Office of the Superintendent of Financial Institutions’ Financial Institutions Supervisory Committee (FISC), the Department of Finance’s Senior Advisory Committee (SAC), the Canada Deposit Insurance Corporation’s (CDIC) Board of Directors (ex-officio) and the Investment Industry Regulatory Organization of Canada’s (IIROC) Board of Directors. She was appointed Chair of the International Financial Consumer Protection Organisation (FinCoNet) after serving as its Vice-Chair for three years.

Prior to her appointment as FCAC Commissioner, Lucie held the roles of Acting Commissioner and Deputy Commissioner with the FCAC. She joined the Agency, after serving as Vice-President, Insurance and Loan Operations and Vice-President, Strategy & Planning with Export Development Canada.

Lucie holds a Bachelor of Arts degree (Lettres françaises) and a Bachelor of Laws degree (LL.B.) from the University of Ottawa. She is a faculty member of Osgoode Hall’s Regulatory Compliance and Legal Risk Management for Financial Institutions Program.
