Powers of the Administration


Purpose

1. The purpose of this policy is to define the powers of the Administration of the University of Ottawa.


University of Ottawa Act, 1965

2. The objectives of the University, as well as the powers of the Board of Governors and the Senate, are defined in Bill 158 passed by the Ontario Legislature on June 21, 1965 and cited as the "University of Ottawa Act, 1965".


Objectives of the University

3. "The objects and purposes of the University are:

  • a) to promote the advancement of learning and the dissemination of knowledge;
  • b) to further, in accordance with Christian principles, the intellectual, spiritual, moral, physical and social development of, as well as a community spirit among, its undergraduates, graduates and teaching staff, and to promote the betterment of society;
  • c) to futher bilingualism and biculturalism and to preserve and develop French culture in Ontario".

Powers of the Board of Governors

4. "Except in such matters as are assigned by this Act to the Senate and the boards of federated and affiliated colleges and universities, the government, conduct, management and control of the University and of its property, revenues, business and affairs are vested in the Board, and the Board has all the powers necessary or convenient to perform its duties and achieve the objects and purposes of the University, including, without limiting the generality of the foregoing, power,

j) to make by-laws, rules and regulations in respect of all such matters as may seem necessary or advisable for the government,management, conduct and control of the University".

Powers of the Senate

5. "The Senate is responsible for the educational policy of the University and, subject to the approval of the Board in so far as the expenditures of funds is concerned, may create, maintain and discontinue such faculties, departments, schools or institutes or establish such chairs as it may determine, may enact by-laws and regulations for the conduct of its affairs..."

Powers of the executive committee of the Board of Governors 

6. The Executive Committee of the Board has all the powers delegated to it by the Board itself.

Powers of the Administrative Committee 

7. The Administrative Committee has all the powers delegated to it by the Board of Governors.

Rights of the Administration 

8. The Administration of the University, in accordance with Bill 158 of the Ontario Legislature and with the powers granted to the bodies mentioned in Paragraphs 4, 5, 6, and 7 of this policy, has all the powers to govern and direct the University within the framework of policies and procedures duly approved by the competent authority.


Revisions of policies

9. The Vice-rector, the Assistant Vice-rector or the Director of Services who is responsible for the administration and application of a policy is also responsible to recommend revisions of that policy.

10. Whenever it is necessary to amend a policy, the official responsible for its administration submits the amendments to the Administrative Committee for approval.

11. When a procedure needs to be amended, the official responsible for its application makes the changes which he deems appropriate and submits them to the Assistant Vice-rector concerned for his approval.


Interpretation of policies 

12. Any matter relating to the interpretation and application of a policy must be referred to the official responsible for the administration of that policy.

13. The official responsible for the administration of a policy is accountable to the Administrative Committee for the interpretation and efficient application of that policy.


Exclusion

14. This policy does not apply to members of personnel who are subject to a collective agreement.


Exception 

15. No exception may be made to this policy without the written consent of the Administrative Committee.
