The Laurent Report on Youth Protection and the Impact of the Recommendations on Children's Rights

The death of a little girl in Granby in April 2019 shocked Quebec. Following this tragedy, the government established the Special Commission on Children's Rights and Youth Protection (Laurent Commission) in May 2019 to undertake a reflection on youth protection in Quebec. After two years of work, in April 2021, the Commission tabled its report, including its recommendations to the government. Four speakers will discuss the recommendations made in this report.

  • Jean-Simon GOSSELIN | Commissioner, Special Commission on Children's Rights and Youth Protection

Jean-Simon Gosselin has been appointed Commissioner by the Council of Ministers to the Special Commission on Children's Rights and Youth Protection in 2019. Mr. Gosselin is retired from the health and social services sector - Youth. He was, among other things, General Counsel of the Centres de services sociaux de Québec and then General Counsel of the Centres jeunesse de Québec until 2014.

  • Lesley HILL | Director of Youth Programs, CISSS de la Montérégie-Ouest

Lesley Hill is Director of Youth Programs at the CISSS de la Montérégie-Ouest. Previously, she was Executive Director of the Batshaw Youth and Family Centres. She has held various management positions within child-youth-family services in the Trois-Rivières, Sorel-Tracy and Montreal regions. In 2019, she was appointed Commissioner to the Special Commission on Children's Rights and Youth Protection.

  • Valérie COSTANZO | Ph.D. Candidate in Law, University of Ottawa

Valérie Costanzo is a doctoral student in law at the University of Ottawa. Her research focuses on access to justice for children. She is a research assistant and student coordinator at the Access to Law and Justice (ADAJ) and has worked as an advisor at the Institut québécois de réforme du droit et de la justice (IQRDJ). She is a member of the IRLRC.

  • Laurence RICARD | Ph.D. Candidate in Law, McGill University

Laurence Ricard is a doctoral student in law at McGill University. Her research focuses on youth protection law, a field in which she has published. She worked for five years as a lawyer for the Direction de la protection de la jeunesse at the CISSS de Lanaudière and the CIUSSS du Centre-Sud-de-l'Île-de-Montréal. She is a member of the IRLRC.
