Céline Lévesque has been a professor at the University of Ottawa for nearly 24 years and has held the position of Dean of the Faculty of Law, Civil Law Section, from 2014 to 2019. She is an expert in International Economic Law, more particularly in International Investment Law. Céline was a visiting professor at University Paris 1 Panthéon-Sorbonne and at Xi’an Jiaotong University, in China. She has also given lectures and conferences in a dozen countries. She is past President of the Canadian Council on International Law (2019-2021).
Professor Lévesque serves as an arbitrator in investor-State cases (as president and co-arbitrator). In July 2020, she was appointed to the Roster of thirty panelists for Chapter 31 (State-State) Dispute Settlement under the Canada-United States-Mexico Agreement (CUSMA). In addition, her 2018 appointment to the roster of candidates to serve on panels established under NAFTA Chapter 19 was continued under CUSMA Chapter 10 (Trade Remedies).
In 2008-2009, Céline was a Scholar-in-Residence at the Trade Law Bureau of the Canadian Department of Foreign Affairs and International Trade. In that capacity, she participated in NAFTA Chapter 11 proceedings and in bilateral investment treaty negotiations.
Prior to joining the university, Céline worked at the World Bank in Washington, DC, in a group specialized in private participation in infrastructure (1995-1998). She was involved in projects dealing with public-private partnerships in the water and electricity sectors and participated in missions to the Ivory Coast, Guinea (Conakry), Mauritania and Senegal.
